The L.A. City Council is looking to create a social equity program as the rollout of legal marijuana approaches. The program is meant to help manage the benefits of a new marijuana marketplace fairly.
Councilman Marqueese Harris-Dawson said, they have a rare opportunity to turn the page on an era when a marijuana conviction was a dead end for people.
"It's completely legal to discriminate against you on housing, in any job, in credit, or anything else you wanted to do. It's completely legal."
One of the biggest issues was whether those people who have been convicted of marijuana offenses should be allowed to collect social equity benefits. Some of those benefits being considered are priority licensing and access to funding.
