Legislaton To Protect Consumers From Health Care Schemes

A new bill looks to protect people from insurance schemes that target those suffering from kidney disease and addiction.  Senator Connie Leyva introduced the legislation, which she said hopes to rein in behavior that's driving up healthcare costs for Californians.

Leyva says dishonest providers have been taking advantage of sick people by enrolling them in commercial coverage to maximize high reimbursement rates for services.  Under the new bill, third-party payers must certify that patients aren't eligible for subsidies and would have to disclose to regulators of their intention to pay a patient's premium in advance. 

 The third-party payers must also ensure continuity of care and prove patients meet certain requirements.  The bill now moves to the Senate Health Committee for consideration at their hearing later this month.
