Fresno tops list of most disadvantaged areas

SAN FRANCISCO (AP) — A new state of California survey ranks Fresno and other communities in the Central Valley as the hardest-hit by pollution, joblessness and other problems.

The ranking released Thursday by the California Environmental Protection Agency means Fresno and the other most-disadvantaged communities will get a special share of the state's $800 million in cap-and-trade funds generated by penalties for companies and others that emit the most climate-changing carbon.

All the hardest-hit communities on the list are in Central and Southern California.
