TAMPA, Fla. — Wisconsin Rep. Paul Ryan brought delegates to their feet here over and over again Wednesday night, telling the Republican National Convention in a dozen different ways: Obama isn’t working.

Unveiled 18 days ago as a vice presidential candidate who would sharpen the choice facing the electorate, Ryan used his address in Tampa to return the focus of the campaign squarely to President Barack Obama and his administration.

“Without a change in leadership, why would the next four years be any different from the last four years?” Ryan asked, racing through a list of alleged White House misdeeds, from creating the Affordable Care Act to subsidizing the failed energy company Solyndra.
