SACRAMENTO, Calif. (AP) — The state's largest health insurers, including Anthem Blue Cross, Blue Shield and Kaiser Permanente, will be among 13 plans competing to provide coverage to millions of Californians through the state's new health exchange, officials announced Thursday.

Covered California, the state agency running the health insurance marketplace, detailed plans and prices to be offered by private insurers when the exchange begins enrolling customers in October.

Coverage begins Jan. 1, the same time virtually everyone in the country will be required to have health insurance or pay a penalty.

The announcement marked the first time Californians got a clear picture of coverage offered under the new rules in President Barack Obama's Affordable Care Act.

The British soldier slain in a gruesome cleaver attack in London was a well-liked infantryman and machine gunner who served in Afghanistan and Cyprus, and then became a military recruiter and ceremonial drummer outside the Royal Palaces, the military said Thursday.

Drummer Lee Rigby, 25, was part of the Regimental Recruiting Team in London, and as a machine gunner, he was part of the 2nd Battalion of the Royal Regiment of Fusiliers.

Anaheim police officers are met with confrontational crowds every time they answer calls for service at West Guinida Lane, a poor Latino neighborhood wracked with gang violence, police spokesman Sgt. Bob Dunn said in an interview Wednesday.

The acknowledgement confirmed that nearly a year after back-to-back fatal police shootings ignited a downtown riot and shattered the Latino community's trust in the police department, relations between the two groups have remained sour, if not worsened.

At a Wednesday news conference in Anaheim, one activist publicly warned that rising anger could lead to more riots.
