Property owners throughout most of Los Angeles County are deciding the fate of a proposed ballot measure that would ask property owners to pay for projects to boost the local water supply and reduce the pollution that flows into local rivers and beaches.

The Los Angeles County Flood Control District mailed notices to 2.2 million property owners this week, proposing putting a "Clean Water, Clean Beaches" measure on a ballot that could be mailed out as early as spring 2013.

The notice informs property owners how much of a clean water fee they would be charged each year if a majority of them approves the initiative.
